Egypt’s MB crackdown: failed old strategies in a new reality

Today’s Egypt is different from the one prior to the Arab Spring, glaringly obvious to most observers, but still a fact that eluded the players in the current violent situation.

Long gone are the days when the people blindly and trustingly went along with what their government told them; gone the days where the people felt helpless to affect change.
Egyptians are experienced in toppling government. Similarly to how Hosni Mubark was toppled and Mohammad Mursi ousted from power so will aggrieved Egyptians continue in the same fashion with the next government.
This transitional phase in Egypt’s political life is sensitive one and as the general population is casting their gaze towards the future so should the political players.
Just as the case had been for Mursi, military-backed interim government is not setting their sights on what the future holds. Even, international players are grappling to adjust to Egypt’s new reality.
Undoubtedly, the Egyptian military’s ousting of Mursi constituted a hopeful move that prevented the country from an unnecessary civil strife. But the short sightedness of the military-backed interim government in dealing with the legitimate grievances of Mursi’s supporters is actively moving the country toward civil unrest.
Egyptians extended a considerable amount of trust in an untested democratic system that shepherded in an Islamist government to rule Egypt. Mursi’s rule chipped away at that trust by dividing the country based on religious affiliation, or degree of such affiliation. Further, he failed to manage Egypt’s resources or to provide basic government and social services.
Unfortunately for Egyptians there were a number of factors conspiring against his rule from the very start. The conspiracies were fueled from within himself as well as the mentality of the Muslim Brotherhood.
Mursi and his government had failed to recognize that they couldn’t continue to base their strategy on the same principles they’ve held since their inception as an oppressed group, having been victimized by the consecutive rules of Egypt throughout the last eight decades.
Instead of busying themselves with the issues of governance and social reform they were fixated on fighting and defending their rule. Blame shifting to Mubarak and his supporters lead the ruling party to implement strict and exclusionary policies resulting in alienating the majority of Egyptians. Unsurprisingly yet disappointingly the brand new democracy of Egypt continued downward on this precarious and destructive path until the June 30 demonstrations.

Mursi's rule

A year into Mursi’s rule predictions was bleak and the outcome of the democracy uncertain. The Military’s ousting of the Islamist rule was unexpected, but cautiously optimistic as it seemed to have prevented Egypt from a protracted violent outcome.
By most accounts, Egyptians and the world exhaled a collective sigh of relief at the military’s ability to unceremoniously remove Mursi without major violence and bloodshed; however greatly underestimated the reaction of Mursi’s supporters bringing us to present day.
You don’t need to be a supporter of Mursi or the Muslim Brotherhood to recognize their grievances. In fact, those of us who believe in democracy were indignant by the ousting of Mursi (although no love was lost when he was gone). No doubt, it’s easy for me to be unhappy as I write these words in Washington, DC, but no one said that establishing a democracy is easy or neat.
Regardless, the military-backed interim government chose to revert to the tried and proven ways of the past electing to institute a state of emergency and impose a curfew. This proves that they too are having a problem moving forward and recognizing the new reality on the ground; that ruling with an iron fist is no longer an option. Imposing a state of emergency is a relic that has outlived its usefulness.

Egyptians are empowered after toppling the Mubarak regime and no longer can be intimidated by fear tactics or dissuaded by the threat of violence. This holds true for Mursi’s supporters as well who are not allowed the basic right to voice their opinions or state their position.
Sooner or later a truce will have to be reached welcoming back Mursi’s supporters to the fold. If the military backed interim government doesn’t take proactive political steps to reach out to those supporters and their leaders they will have to deal with them on a security level.
Taking away political activism, including demonstrations, will lead Mursi’s group to rely on terrorist tactics in order to be heard and recognized. By no means will the interim government be able to silence those protesters, enabled and emboldened by the power of the Arab Spring.
Egypt can ill afford to fall into a protracted low grade civil war or to accept ongoing terrorist acts as the status quo. In actuality, the region can’t afford such instability in Egypt. Its strategic importance and influence in the Middle East makes it hard for the global community to stand by watching idly as the situation unfolds.

U.S. role

The American president, Barack Obama, interrupted his vacation to deplore the crackdown against protesters. Unfortunately, that is not enough. As with Mursi and the Egyptian military, the Obama administration is beholding to the ways of the past. It continues with its reactionary style favoring stability over principled policy positions. The U.S. needs to take an active diplomatic role in Egypt. On numerous levels, U.S. interests in the region are connected to Egypt wellbeing not least of which the Israeli-Palestinian conflict.
Many have accused the United States of fantastical conspiracies and assigned blame for its political stances toward the Middle East no matter how contradictory they may sound. Walking on eggshells to attempt avoiding being accused for meddling in Middle Eastern affairs is a self-defeating strategy.
The United States has interest in the region and needs to own up to that fact without resorting to naive public relations campaign. The Obama administration needs to do more than canceling previously scheduled joint military exercise with Egypt; it needs to say in no uncertain terms to Egypt’s military-backed interim government that it will not stand for a revival of oppressive governance.
As for the interim government, it needs to recognize that they cannot marginalize Mursi’s supporters, or any other group within its borders. The only way available, if they are working for Egypt’s future, is to accept Mursi’s supporters as part of Egypt's political fabric. Once this part of the equation is established all must work for the rights of other minorities. Democracy is majority rule, but it doesn’t mean alienating or oppressing minorities.

دكتاتورية الأغلبية الديمقراطية

الديمقراطية جزءان: صندوق الاقتراع (الآلية الانتخابية)، ثانيا حماية الأقليات والآراء المخالفة. قرار مجلس وزراء مصر بفض الاعتصام الاخواني ما هو إلا دكتاتورية الأغلبية. يجب على مصر أن تعي أن الهدف الأسمى للديمقراطية التي انتزعتها من دكتاتورية مبارك يكمن في إعطاء الفرد الأحقية الكاملة في الحرية في مقابلة مسؤولياته المدنية دون تمييز. حكم الاخوان أثبت فشله ولكن ذلك لا يعني معاقبة مؤدي ذلك الحكم والمطالبين بعودة الرئيس المخلوع محمد مرسي.

ما يطالب به المعتصمون الإسلاميون هو جزء من رغبة في الدفاع عن هويتم الإسلامية في هذا النظام السياسي الديمقراطي الجديد. بالرغم من أن حكم الإسلاميين هو حكم فاشل إلا أنه ليس فاشل بسبب توجهه الديني بشكل محض. بل لأن إداريوا هذه المجموعة وعلى رأسها مرسي هم من غير المتمرسين في الحكم السياسي بالإضافة إلى أنهم ذوي رؤية إنهزامية هي من مخلفات تاريخهم الاخواني. لا ننسى أنهم كمجموعة كانت مستهدفة سياسيا عبر تاريخهم وحين إنتهى الاستهداف فقدوا تلك الرابطة (أو الهوية) التي كانت تجمعهم أي رابطة البقاء أمام جهود الدولة في إبادة فكرهم ورموزهم. فحين تغير الوضع في عهد ما بعد الدكتاتورية ليملي عليهم التحول من دفاعي من أجل البقاء إلى مستقبلي من أجل كل مصر لم يستطيعوا التأقلم. مع الأسف بقيت قيادتهم المتحجرة التي عانت في سجون الدكتاتوريات السابقة في نفس البوتقة الفكرية غير مدركين للفرصة التي أعطيت لهم.

المؤيدون لمرسي ليسوا جميعا إخوان فلا يمكن تهميش هذه المجموعة بأكملها. ما يجمعهم هو أنهم يتفقون على المدافعة عن مرسي بغض النظر عن أدائه كرئيس. فهم يدافعون كمجموعة إسلامية عن رمز إلتحف الديمقراطية الإسلامية (مع أنه كان بالإسم فقط). من غير المعقول أن تعاملهم "مصر" كمخربين أو غير وطنيين أو إرهابيين. يمكن للحكومة المصرية الجديدة أن تتفادى إحداث شرخ عميق في النسيج المصري بمعاملة كلى الطرفين (المؤيد لمرسي والمؤيد للجيش) بنفس الطريقة. كل محرض على العنف وكل من قام بعمل إجرامي يقبض عليه ويودع السجن بعد محاكمته بغض النظر عن الطرف الذي كان يهتف له. ويجب على المحاكمة أن تكون نزيهة ومستقلة بعيدة عن الميول السياسية لتعقد في العلن وعلى مرأى من الجميع.

الخيار أما الحكومة المصرية المؤقته بقيادة جيشها إما أن تضمن للإسلاميين حق الاعتراض على خلع الرئيس السابق محمد مرسى من خلال آلية ديمقراطية أو منعهم من التعبير بحرية عن رأيهم. في الأولى ستتطور الآلية الديمقراطية بشكل فعال حتى وإن ظهر وكأنها تقف على شفى حفرة حرب أهلية. أما إذا سحب البساط الديمقراطي من تحت الإسلاميين فسيتطرون لا محالة إلى التحول إلى خيارات أكثر عنفا وأعظم تخريبا من خلال عملهم في الخفاء خارج أي آلية شرعية وحينها بالفعل ستخوض مصرا حربا أهلية لا نهاية لها إلا بعد أن يعطى الإسلاميون حقهم في العمل السياسي العلني والشرعي دون تمييز ضدهم. 

مثل ذلك السيناريو سيأخذ عشرات السنين كما كان الحال في دول أخرى حول العالم وسيتطلب مساعدات دولية. وفي تلك الحال ستغوص مصر في مستنقع الفقر لتنضم إلى نادي الدول الفاشلة. مكانة مصر أعظم من أن تختار الحكومة المؤقتة أن تُسكت مجموعة مؤثرة من الشعب لمدة قصيرة مقابل الرهان على مستقبل مشكوك فيه تعطى الديمقراطية فيه لمجموعة دون أخرى. دعوا الاسلاميين يهزمون رموزهم المتحجرة بأنفسهم بإعطائهم حقهم في النشاط السياسي.

الرحمة لك يا هيلين توماس

إنجازات هيلين توماس كثيرة ومبهرة للمرأة الأمريكية وللعمل الصحفي في الولايات المتحدة ولكن ليست هيلين صاحبة الانجازات ذات لقب عميدة صحافي البيت الأبيض هي التي عرفتها. لقد عرفت هيلين العربية الأمريكية ذات الضمير النابض بألم وويلات العرب والفلسطينيين خاصة. عرفت هيلين التي كانت دائما مستعدة لمد يد العون المهني لصحفي يخطوا أولى خطواته في واشنطن في منتصف التسعينيات. عرفت هيلين توماس التي لم تبخل بوقتها لكي تدفع الصحفيين العرب الأمريكين إلى الأمام في مجال يكتظ بالكفاءات المبهرة.

كنت في طريقي مع طاقم التصوير إلى البيت الأبيض كمنتج لأخبار MBC في واشنطن عندما إستوقفتني مذيعة الأخبار لوكالة UPI الشركة المملوكة كذلك لأرا لتطلب مني أخذ مظروف إلى هيلين توماس مراسلة الوكالة إلى البيت الأبيض. حينها كانت هيلين توماس إسم مخضرم ولكنني لم أهتم فالوكالة كانت تعج بأسماء صحفية كنت أسمع بها قبل مجيئي من السعودية إلى واشنطن. قابلتها هناك وأعطيتها المظروف فسألتني "هل أنت زميل جديد؟" قلت "نعم ولكن للجانب العربي في MBC" ابتسمت ثم قالت بالعربية "شكرا" لا أخفيكم أني صعقت حيث لم أكن أعلم شيئا عن أصولها العربية فالاسم ليس فيه أي دلالة.

سألت عنها فعلمت بفخرها بأصولها العربية والتزامها بمساءلة الإدارات الأمريكية المتعاقبة عن سياساتها تجاه القضية الفلسطينية وغيرها من القضايا العربية المهمة. بدأت في التواصل معها بشكل دوري نناقش قرارات السياسة الأمريكية وننتقد بعض تواجهاتها ونأتي بخيارات أفضل. الحديث كان ينتهي دائما بانتقادها لسطوة اللوبي الصهيوني على قرارت أمريكا فيما يخص العالم العربي. لم أكن لأناقشها في ذلك احتراما لها ولمكانتها ولكني دائما كنت أسأل نفس الأسئلة التكميلية "ألا تعتقدين أن المشكلة ليست في سطوة اللوبي الصهيوني بل في مقدار ضعف اللوبي العربي؟ ألا تعتقدين أن اللوبي العربي دخل اللعبة السياسية حديثا وهو في طور فهم اللعبة السياسية؟ ألا تعتقدين بأن معظم الدول العربية لا يدرك أنها عندما تستعين بلوبي للتأكيد على مصلحتها الخاصة أنها في العادة تؤدي إلى إضعاف الدول العربية الأخرى؟"   

الإختلاف الفلسفي لم يكن ليفسد النقاش ولكني لم أكن لأتوقع بأنها مع مرور الوقت أنها سوف تفصح عن آرائها الشخصية اللاذعة ضد إسرائيل علانية ولأي شخص يسألها في قارعة الطريق. قوبل تعليقها الذي مفاده أن على الإسرائيلين العودة إلى الدول التي قدموا منها بكثير من الاستياء وبالفعل تقاعدت منهية حياتها الصحفية على وقع هذه "الخطيئة" في عام ٢٠١٠. مع الأسف ما زال الوضع قائما حتى اليوم. انتقاد إسرائيل بشكل "غير دبلماسي" سيعتبر معاداة للسامية ومن الصعوبة بمكان أن ينتقد أن شخص طموح إسرائيل دون أن يذوق العلقم. ليس لأن اللوبي الصهيوني له مقدرة خفية على معاقبة معاديه بل لأن اللوبي الصهيوني تمرّس منذ زمن بعيد في اللعبة السياسية الأمريكية. أدرك اللوبي أنه إذا رغب في التأثير على قرارات السياسة الأمريكية الخارجية فعليه أن يكون مؤثرا في السياسة الداخلية وخاصة في السباقات الانتخابية.

إغداق اللوبي الصهيوني بالمال على المرشحين الانتخابيين لا يأتي مشروطا ولكن من ذا الذي سيأخذ أموالا من مجموعة ضغط سياسي دون أن يفعل كل ما في وسعه على إسعاد "المستثمرين"؟! حتى وإن لم يستطع المرشح بعد فوزه بالمقعد السياسي أن يسعد اللوبي فلن يقوم اللوبي بمحاربة ذلك الشخص علانية بل يكفي بأن يمتنع عن "التبرع" المالي تجاه حملة إعادة انتخابه. ومن المرجح أن يستثمر اللوبي أمواله في غريمه أي المرشح الذي يأمل في الاطاحة به. لا يعتقد اللوبي الصهيوني بأن ما يدفعه من أموال هي استغفال لهم أو "ضحك على الذقون" وذلك ما على العرب أن يعوه. ذلك هو جوهر خلافي مع المرحومة هيلين: المشكلة هي فينا نحن ويجب أن نكون على قدر من الذكاء لأن ندرك بأن الحسد الذي نملكه تجاه نجاح اللوبي الصهيوني ماهو إلا خيار عديمي الحيلة.

لو أن هيلين توماس لم تشاركني أفكارها ولم تشجعني في عملي المهني ولم تنتقدني حين اعتقدت أني أخطأت الاختيار لكنت قد استسلمت عن العمل في المجال الإعلامي. رحمك الله يا هيلين ذات الشجاعة الأدبية والأخلاق النبيلة والضمير الحي لقد تركتينا دون بوصلة توجه أمريكا نحو الشرق.

من يحب أمريكا؟!

مين يحب أمريكا؟! أنا ،، إنتَ ،، أو إنتِ؟ لا يوجد هيام ولا غرام عربي لأمريكا إذا كنا نتحدث عن السياسة الأمريكية ولكن صورة أو سمعة الشخص الأمريكي أمر مختلف. دراسة بيو جلوبال الأخيرة بحثت في صورة أمريكا العامة دون مفاجئات كبيرة. فالعالم العربي ممثلا في بضع دول أجريت فيها الدراسة منها مصر ولبنان والأردن تقترح أن النظرة العامة ربما تكون أقل إيجابية من دول أخرى ولكن هناك بعض المفاجئات الصغيرة فمثلا إثنان من كل ثلاث سنيين في لبنان لديهم انطباع إيجابي عن أمريكا مقابل واحد من كل عشرة لبنانيين شيعة.

إذا سألت نفس المجموعة من الناس قبل عدة أعوام عن رأيهم في أمريكا ستجد أن عددا أكبر منهم كان يستسيغ سياستها مع أن السياسة الأمريكية تحاول" بطريقة متخبطة" أن تفوز بود وحب العالم العربي. مع أن الإدارة الأمريكية تعلمت درسها مع الربيع العربي حين كانت تقف على السور لا تعرف إن كان في مصلحتها أن تؤيد الثورات أو أن تؤكد على ثقتها في الحكومات الدكتاتورية. سارعت في الجزء الثاني من الثورة المصرية - ٣٠ يونيو - بموقف أكثر وضوحا بالنسبة للعالم العربي رغم أنها تلقت الكثير من التساؤلات الداخلية لعدم وصف الثورة التكميلية بـ "الإنقلاب" خاصة وأنه كانت عسكرية. لا يمكن لموقف واحد إيجابي أن يغيير الصورة العامة الأمريكية مع أن موقفا واحدا سلبيا سؤدي حتما إلى موجه عارمة من الإستياء.  

لذلك لا توجد دلالات على أن صورة أمريكا ستتحسن في المستقبل القريب لدى العالم العربي مالم تتخذ قرارات سياسية مترادفة تلقى ارتياح المواطن العربي.  حتى الجهود التي يبذلها جون كيري وزير الخارجية لإعادة تفعيل الحوار الفلسطيني الإسرائيلي لن تكون كافية. فقد أصبحت القضية الفلسطينية قضية ثانوية لدى العرب في ظل عدم الاستقرار في العديد من الدول ذات الثقل النوعي كالعراق وسوريا ومصر. حتى وإن لم تكن فلسطين قضية ثانوية في الضمير العربي إلا أن القلة القليلة تؤمن بإمكانية الوصول إلى حل بخصوصها. لا أحد يعرف أبعاد الحل حتى وإن كانت حدود عام ٦٧ هي الأساس فواقع الحال لن يكون كذلك في نهاية الأمر؛ فهل يرضى العالم العربي بذلك؟ أم أن ما سيُرضي الفلسطينيين سيكون مقبولا لكي يتخطى العالم العربي ذلك الصراع؟ لا أعتقد لأن الفلسطينيين أنفسهم منقسمين حول أبعاد الحل.

من السهل أن أنتقد أمريكا من خلال هذه الدراسة ولكني أكن لها التقدير على شجاعتها في إجراء مثل تلك الدراسات والإعلان عنها. ليس هناك دول كثيرة تجرؤ على إجراء مثل تلك الدراسات العلنية. بل في الكثير منها هناك "دراسات" دائمة ومستدامة لمعرفة "نبض الشارع" لدى مواطنيها. بالطبع هؤلاء الباحثين "المؤهلين" القائمين على الدراسة يعملون في مباحث تلك الدول. والدراسات تكون سرية وفي حال احتاجوا إلى تعميق الدراسة فسيستعينون بأصحاب الرأي باستضافتهم في مقراتهم الفارهة.

إن لم أكن أحب أمريكا فإني أحب كل ما فيها من شجاعة علمية ورغبة في المعرفة وأخلاق البحث والاستكشاف وإصرار على جعل تلك المعلومات متوفرة للعالم. على أقل تقدير لم أكن لأكتب هذا المقال ولن تقرأه هنا لولا أن مشروع وزارة الدفاع الأمريكي لربط أجهزة الكمبيوتر الخاصة بها مع بعضها البعض قد تطور ليصبح الإنترنت الذي نتواصل من خلاله بهذه السطور. ذلك ما أعجبني أما انتقادي فهو أنه بالرغم من أن دراسة مؤسسة بيو جلوبال حريّة بالتأمل إلا أنها تخطئ في النظر إلى العالم العربي بعدسة كبيرة واحدة خاصة وأن ما يفرّق العالم العربي أكثر مما يجمعه.

Cleansing: Code Word for Evil


The U.S. Holocaust Museum located in Washington, DC, commemorates its 20th anniversary this week. It’s a somber occasion that demands reflection by everyone – not just Jews. Adolph Hitler’s reign of terror is beyond comprehension and forever changed the world’s community of Jews.

In fact, one could argue for, and point to evidence of, a lingering effect that still makes the holocaust a pertinent event today. But I am not writing today to commemorate the Holocaust Museum; I’m writing for reflection and to extract lessons that bind me with the rest of mankind in our collective quest for love, coexistence and tolerance.

The evil of genocide, such as the Holocaust, has touched so many people around the world and continues to do so. In Nazi Germany, Bosnia, Rwanda, Darfur, and many other genocides, the global community stood idly by, unwilling or unable, to intervene. The guilt is on our collective conscious. I presume that if we couldn’t change that evil with our hands, we should object verbally. If not, we must at least condemn it in silent prayers.

As much as I am angered by what happened to the Jews in Germany in the 1940s, I’m compelled to register my objections to what is happening to the Palestinian people today. The U.N. definition of genocide, according to its Convention on the Prevention and Punishment of the Crime of Genocide - Article II, in part, fits what Palestinians are experiencing at the hands of Israelis. The article reads, “Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part,” but because I am not arguing against the Israelis (I’m advocating for peace), I will not go that far. But I will characterize it as a systematic effort of ethnic cleansing policies to eliminate ethnic Arabs as well as Muslim and Christian groups by forcible displacement, with the intent of creating a territory inhabited by Jews as a homogeneous and of pure ethnicity, religion, culture, and history.

The world, including Israelis (people and government), needs to reflect on the Holocaust in a different way, recognizing the similar evil imposed upon innocent people around the world and not to assign blame or identify enemies, but rather to rid oneself from insecurities, fears, and doubt by joining calls for humanity. We must recognize that in order for evil to end, those primitive concepts of fear of the other, vengeance, and retribution, must give way to logic, good will and hope.

Hitler must cease to be reincarnated in the form of behaviors entrenched in actions for survival, justice or historic rights, be it for Israelis, Palestinians or other groups around the world. Our roll as individuals is to question those who offer options that target and/or hurt ethnic or religious groups wherever they may be.
